「order（～を命令する）」の目的語となる that 節では、動詞は原形になります。
・命令・決定・提案・要求などを表す動詞に that 節が続く場合、動詞は主語が何であっても「原形」を使います。この用法を仮定法現在と言います。
・that 節に「should + 原形」を使う場合もあります。
